Back to the Office SNP Civil Servants Slam Return Mandate as ‘Human Rights Breach

Civil servants in Scotland have reacted with strong criticism to a new Scottish Government policy requiring them to return to the office at least two days per week starting in October 2025. The mandate, which equates to 40% of their working time, has been described by some employees as an “attack on human rights.” Many argue that it undermines the flexibility and work-life balance that remote working has enabled since the pandemic. Employees also cite increased commuting costs and environmental concerns, adding that the decision feels out of step with modern workplace expectations.

The Scottish Government has defended the policy as a means of improving collaboration, productivity, and office culture particularly for employees who joined during the pandemic and lack in-person team experience. Officials argue that a physical presence can foster better communication and stronger professional relationships. However, unions like the Public and Commercial Services (PCS) have pushed back, demanding urgent talks and warning that the decision could lead to increased dissatisfaction, lowered morale, and even potential industrial action.

This controversy reflects a broader debate across the UK about the future of work in the public sector. While the UK Government enforces a 60% in-office requirement, many Scottish civil servants have grown accustomed to working remotely and argue that performance has not suffered. With rising living costs and growing demands for flexible employment, the clash over this new policy underscores the evolving expectations of the workforce and the challenge governments face in balancing operational needs with employee wellbeing.
