Lakas-CMD Seeks NBI Probe into Alleged Plot vs. Duterte Allies, Denounces ‘Oplan Horus’ Document

Political tensions escalated this week as dominant ruling party Lakas-CMD urged the National Bureau of Investigation (NBI) to probe the source and circulation of a document alleging a plot to sabotage Duterte-aligned candidates ahead of the 2025 midterm elections.

Dubbed “Oplan Horus,” the controversial document first published by The Manila Times implicated House Majority Leader Mannix Dalipe and other Lakas-CMD members in a supposed scheme to weaken former President Rodrigo Duterte’s allies. The document outlined plans including fast-tracking Vice President Sara Duterte’s impeachment and cooperating with the International Criminal Court’s investigation into Duterte-era drug war figures like Senators Bong Go and Ronald “Bato” dela Rosa.

Dalipe strongly denied the claims, calling the document “fake” and accusing its authors of forging his signature. “This is a blatant attempt to damage reputations and sow division within the government,” he said.

On April 28, Dalipe filed cyberlibel charges against The Manila Times, which published the document without verification. Lakas-CMD has formally asked the NBI to identify those responsible for creating and spreading the alleged plot.

The political fallout comes amid renewed international scrutiny over the Duterte administration’s drug war, which saw over 7,000 documented extrajudicial killings and remains under investigation by the ICC.
